Engr. Muhammad Bilal is a dynamic professional with a strong foundation in Electrical Engineering and Human Resource Management, complemented by extensive experience in Aviation Operations, Training, and University administration. Since joining QUEST in 2023 as Assistant Registrar (Establishment), he has played a pivotal role in managing human resources, streamlining administrative processes, and ensuring compliance with institutional policies. Equipped with an MBA in HRM, Engr. Bilal brings specialized expertise in organizational development. His strategic HR insights aligns human capital with institutional goals. With a career spanning high-responsibility roles, Engr. Bilal previously served as an Operations Engineer in PIA Flight Operations, where he contributed to flight safety and operational efficiency. His expertise further extends to training and development, having worked as an Associate Instructor at the PIA Training Center, where he mentored aviation professionals in technical and operational disciplines. A graduate in Electrical Engineering, Mr. Bilal combines his technical acumen with administrative and HR proficiency to drive organizational excellence at QUEST. His multidisciplinary background enables him to approach challenges with a strategic perspective, fostering smooth institutional operations. Committed to excellence, Engr.
